The CASA Surveillance Manual (CSM) sets out the processes for conducting and managing surveillance activities in the aviation industry. 

The manual outlines processes for conducting surveillance on:

  • civil aviation authorisation holders
  • persons or organisations who are not authorisation holders.

Surveillance assesses the safety performance of the authorisation holder. It also assesses their ability and willingness to comply with all applicable legislative obligations.

The primary objective of conducting surveillance is to determine whether an authorisation holder is fulfilling their obligations under the Civil Aviation Act 1988 and Regulations.
