Using our Part 133, 135 and 138 sample training and checking manuals

Our Part 133, 135 or 138 sample training and checking manuals for training and checking systems (TCS) helps you introduce a safe system that follows regulations.

As a result of your feedback and suggestions, our latest revisions provide updates that:

  • suit a wider range of operations
  • address some unintended errors and omissions
  • is reformatted to make it easier to read.

We have mapped this version against the regulations to ensure it is compliant.

We encourage you to always use the latest version of the manual.

However, if you developed procedures based on the previous sample training and checking manuals we provided, the following information will help you update it.

It is your obligation to ensure your manual is compliant with the rules and reflects your operations.

Using old sample training and checking manuals

We wrote previous versions of the training and checking manuals for a particular type of operator. As a result, previous versions did not specify:

  • the requirement for non-command seat training for multi-crew operations
  • the requirement to successfully complete a flight crew member proficiency check before returning to line operations for a flight crew member not yet competent after a proficiency check
  • CASR 61.200 differences training.

Note: we have corrected these omissions in the latest version of the sample training and checking system manuals among other significant improvements.

Options for meeting regulatory requirements

The self-assessment checklist can help you identify if your previously developed training and checking manual meets the requirements or whether you need to update it.

If you do need to update your previous manual, you can either:

  • use one of the new, fully compliant Part 133, 135 or 138 sample training and checking manuals (strongly recommended)
  • update your previously developed training and checking manual.

Regardless of the path you choose, you must:

  • ensure the procedures laid out in your manual meet the regulatory requirements
  • ensure your manual applies to the specific nature of your activities. You must remove any text that does not relate to activities that you do not conduct. For example, if you do not conduct IFR operations, remove the IFR related content, or you do not use rotorcraft, remove the rotorcraft related content
  • address any new requirements that apply to you.

Submission documents and deadline

You must submit your completed FOR transition submission form and self-assessment checklist to us by 31 August 2024.

You must also submit your training and checking manual if you have either:

  • changed any details in a manual you previously submitted to us
  • have not previously submitted your manual to us.
