Cabin safety bulletin 14 and 15 is a combined bulletin providing operator guidance material for cabin investigators responsible for investigating an incident. The following advice is also useful for Australian operators with registered aircraft.
Along with this bulletin, you should also read section 82 of the Civil Aviation Orders as they relate to a Safety Management System (SMS).
You can also read our online version of cabin safety incident investigations.
Purpose of the bulletin
Cabin safety bulletin 14 and 15 focuses on safety aspects inspectors should address as part of an incident investigation process.
The bulletin provides examples and material you can apply when building a report that relates to a fire, smoke, or fume occurrence.
Other aspects required during an incident investigation are outside the scope of this bulletin.
The bulletin does not seek to replace formal cabin investigator training.
This bulletin describes an example of an acceptable means, but not the only means, of demonstrating compliance with regulations and standards.
On its own this bulletin does not change, create, amend or permit deviations from regulatory requirements, nor does it establish minimum standards.
