Part 1 of the Civil Aviation Regulations 1988 (CAR) describes who the regulations apply to including when they apply to persons outside of Australia. The Part also contains definitions of words or phrases used in the regulations.

Part 1 of CAR affects:

  • all aviation personnel inside and outside Australia.
