Sector regulations

Air transport operators must hold an Air Operator’s Certificate (AOC) issued under Part 119 of the Civil Aviation Safety Regulations (CASR).

Part 119 of CASR regulations for air transport operators include requirements for:

  • scalable Safety Management Systems (SMS)
  • qualifications for key personnel
  • scalable training and checking systems
  • scalable human factors and non-technical training
  • requirements for change management for operations.

CASR Part 121 and 135 contain the air transport rules for aeroplanes. Part 121 contains the rules for larger aeroplanes, and Part 135 contains the rules for smaller aeroplanes. These include:

  • flight limitations
  • documentation requirements
  • operational procedures including flight preparation and planning
  • fuel, instrument, and system requirements
  • performance and weight and balance requirements
  • equipment requirements
  • flight crew requirements including recent experience and training and checking
  • competency requirements for ground support staff.

Operators and pilots in the sector also need to comply with CASR Part 91 – General operating and flight rules. Please note that Part 121/135 may add to or turn off some Part 91 requirements.
