What can CASR Part 135 Operators do?
To mitigate against missing regulatory change and discovering change during operation, an operator should:
- keep informed of proposed regulatory change
- get involved in any consultation process (where applicable)
- be aware of new regulations made.
To support this, organisations can consider:
- joining CASA mailing lists so you receive the latest regulatory changes and active consultation
- regularly monitor the CASA website
- attend webinars and CASA events
- review new regulations, guidance and supporting material.
In implementing changes associated with regulation operators should use their safety management system processes to manage change and any associated risk. This includes:
- considering the compounding impact of other changes happening simultaneously within the organisation
- making sure you consider the overall safety impact of all changes or include in aviation safety committee
- integrating management of change and risk management procedures. Organisational change has impacts on business-as-usual activities. Always make sure you consider the impacts
- make sure you consider the risk:
- in the case for change
- when implementing the change
- after implementing the change.
What is CASA doing or has already delivered?

In relation to specific Part 135 changes, CASA has developed a series of advisory guidance and supporting material to provide advice to industry. These resources explain particular regulatory requirements of a CASR Part including Parts’ 91, 135 and 119.

In implementing regulatory and other changes, we have released advisory circular AC 119-07 and AC 138-03. This multi-part AC provides guidance to everyone involved in the aviation industry looking to understand the process of management of change for regulatory approvals.
In addition, AC 119-01 can help you meet Part 119 of CASR requirements. Examples provided include SMS processes, along with management of change, suitable for organisations operating under them.
We have published a resource kit to develop your safety management system. This is available online or in hard copy to support organisations in developing and implementing an SMS including the management of change.
We have also developed a 3rd Edition of the SMS Resource kit. This contains significant enhancements to guidance related to management of change.
