Issue: busy, conflicting and challenging airspace

Organisations dealing with busy, conflicting and challenging airspace boundaries between civil and military airspace.

What can CASR Part 135 Operators do?

To mitigate against complex airspace boundaries, an operator can:

  • report occurrences that meet the reporting requirements of the Transport Safety Investigation Regulations to the ATSB. For example, you need to report to ATSB a loss of a separation standard between aircraft. Effective reporting means the ATSB can identify and monitor issues around specific airspace to support cases for change
  • access or reference relevant CASA documents that detail correct procedures and airspace structure around Military aerodromes. These may include
    • VTC
    • ERSA entry for Military aerodromes (which may include local traffic regulations, flight procedures and additional information, including notes).

What is CASA doing or has already delivered?

We manage the Aviation State Engagement Forum (AvSEF) which is open to stakeholders of the Australian aviation community. The forum deals with aviation matters of regional or national importance. The forum is a way for state safety programme stakeholders to engage regarding matters affecting Australian airspace.

Through the Office of Airspace Regulation, we manage the regulation of airspace in Australia. This includes an ongoing airspace review process to ensure aircraft operations are safe and the airspace architecture is fit-for-purpose. Reviews can highlight areas of elevated risk areas and trigger in-depth reviews as required.

We work with other state safety programme agencies to support the automatic dependent surveillance (ADS-B) broadcast rebate program. The program incentives voluntary uptake of ADS-B equipment in Australian–registered aircraft operating under Visual Flight Rules (VFR).

The program runs through until mid-2027. You can submit an applications through Automatic Dependent Surveillance Broadcast (ADS-B) Rebate Program – Round 2 | business.gov.au.

We also have a series of promotional and education material available both online and in hard copy. These resources support industry and pilots in operating in challenging or busy airspace.
