Part 141 of CASR Operations Manual - MAAT information

The Part 141 of CASR Operations Manual template in MAAT is for operators who:

  • conduct non-complex flying training activities
  • have up to 10 regular safety sensitive employees.

The template also serves as a useful starting point for operators who:

  • have more than 10 regular safety sensitive employees
  • undertake more complex Part 141 activities. However, you may need to provide additional procedural material to reflect your operation.

The MAAT template provides a range of benefits including the flexibility to add sections and sub sections to reflect your unique operational activities.

Using the sample text

You can select sample text as is or amend the text to reflect the scope of your operation. Please keep in mind that:

  • we will accept unaltered sample text used in the manual if your operation conforms to the scope of the intended operator profile
  • we will review amended sample text for consistency and accuracy with regard to the Part 141 provision. We will accept it if we find it suitable.
  • the sample text is based on an aeroplane operation. Helicopter operators can customise the content to reflect their operation.

Guidance material and links

The template offers guidance material to help operators review what parts you need to customise to suit your operation.

It also includes links to helpful websites to assist writing the manual.

Sample diagrams and forms

CASA has provided sample diagrams (e.g. organisation structure) and various forms.

They can be download, saved, and updated with your logo and company particulars and used in your operation if required.

You can include these in the relevant section and will form part of your manuals content.

Training syllabuses

Add a separate section (in volume 5) for each of your flying training syllabuses.

You can choose to:

  • adopt our sample flying training syllabuses in their entirety
  • make amendments
  • develop your own.

If you choose to make amendments or develop your own syllabuses, we need to assess them to ensure they meet Part 61 requirements. There is no obligation to use the CASA sample syllabuses, however they constitute an acceptable means of compliance for those that do.
