Flight Test Management
As part of ongoing efforts to make our system more modern and streamlined for examiners, we have released a new Flight Test Management (FTM) system through the CASA Self Service portal. This replaced the Flight Test Notification System (FTNS).
Flight Test Management (FTM) is a more efficient way of collecting flight test and proficiency check information and is more user friendly for examiners. The system is designed to validate your flight examiner rating and associated testing endorsements prior to you notifying a flight test.

- What are the advantages of FTM?
The system allows examiners and CASA to be more effective and efficient in the way flight tests and proficiency checks are managed and monitored.
The system provides examiners with:
- a single entry point for examiner and applicant flight test, proficiency checks and endorsement records through the CASA Self Service portal
- immediate updates to applicant’s and examiner records
- enhanced searching functionality
- a more user friendly layout for entering information
- easy to use drop down menu selections
- automatic email notifications during the flight examination process to allow examiners and applicants to keep a track of notified flight tests, changes to scheduling, cancellations and when results are completed.
It also replaces some paper-based processes and reduces hard copy paper work requirements.
- What are the changes in the system?
The major steps for conducting a flight test and proficiency check remain the same. However, you access the system through the CASA Self Service portal.
Other differences you will notice include:
- terminology changes for some flight examination processes
- some changes to data entry sequence and data field layout
- automatic email notifications
- inclusion of the relevant delegations as an endorsement on your online record.
- What do I need to do to use FTM?
FTM will be accessed through the CASA Self Service portal. You must have an Aviation Reference Number (ARN) to log on this portal.
If you do not currently use the portal, you can register online.
The system validates your flight examiner rating and associated testing endorsements prior to you notifying a flight test. We encourage you to log on to CASA Self Service portal to check and update your details to prevent any login issues.
Please ensure your examiner rating is correctly annotated with:
- the correct expiry date* of your examiner rating; and
- all testing endorsements that have been granted to you.
* the expiry date has been set based off either your examiner proficiency check (EPC) conducted post 1 September 2014 or the date mentioned in the EPC exemption, CASA EX133/16.
If you also hold an Approved Testing Officer (ATO) delegation or a CASR 61.040 approval(s) holder, different reference data will added to your CASA Self Service profile during the coming weeks.
The FTM system is reliant on the accuracy of your qualifications. If your examiner rating is not accurate, your ability to notify a flight test could be affected. Email email@example.com or call 131 757 if you find a discrepancy.
- How does the introduction relate to the Flight Examiner Rating Course?
There is no direct link between the introduction of FTM and the Flight Examiner Rating Course (FERC), however all participants in the FERC will receive training on how to use FTM as part of their training.

- Why do I need to notify a flight test?
Flight Test Management (FTM) is to be used by all general aviation Flight Examiners, Approved Testing Officers (ATOs), relevant Part 61.040 approval holders as well as CASA flight operations inspectors and flight testing examiners to register a flight test prior to the conducting of any flight test. You must notify us of the flight test at least 24 hours before the flight test is to take place.
This enables us to oversight and monitor flight testing and proficiency checks.
- How do I notify a flight test or proficiency check?
Flight examiners will log onto the CASA Self Service Portal and choose the ‘Flight Test Management’ option under the ‘Licence notification’ menu item.
In addition to the flight test type and scheduling details, you will need to enter the name and Aviation Reference Number (ARN) of the individual being tested, the Flight Training Organisation and yourself as the Flight Examiner. The system will check that the Flight Examiner and the individual being tested have the correct qualifications to undertake the flight test.
- What if I need to change or cancel information about a flight test?
You can change any of the details for a flight test that you have already notified, including cancelling the flight test if required. Once notified, details of the individual being tested or flight examiner cannot be edited.
You can cancel or edit details through using the search function in the CASA Self Service portal to retrieve the relevant notified test. For example, you can search by the test date, individual being tested name, or ARN or flight test type. Once the relevant flight test has been selected, click the edit or cancel button for that test.
Once an overall flight test result has been confirmed (pass/fail) this cannot be amended by the flight examiner through the portal. The flight examiner should contact the CASA Client Services Centre on 131 757 for assistance.

- Can I view, edit or cancel a flight test on behalf of a colleague?
Flight schools or examiners that wish to change or view details for other flight examiners in their organisation should contact the CASA Client Services Centre on 131 757. You will need to have all details of the flight test at hand including the individual being tested and the flight examiners name, ARN, flight test type and date.
- How do I notify a flight test if I do not have access to the internet?
Flight examiners that do not have internet access should call the CASA Client Services Centre on 131 757. You will be put in contact with the Flight Testing Office to make arrangements for notifying flight tests and providing post flight test details.
- What if there is a system error or outage of the system?
All scheduled system outages will be scheduled for times that will cause the least disruption to users. If you receive a system error message when logging in or using the FTM system, please:
- check that a system outage message has not been placed on the FTM landing or log on pages
- ensure you have sufficient internet signal coverage whilst using the system, particularly if you are in a remote or country area
- try logging off and then log back in to the system. Resetting your access may rectify any minor technical hitch that is occurring with the portal
- check that you are using the correct username and password credentials. If your internet coverage is sufficient, check the CASA Self Service website for procedures to reset these details if needed.
If the problem persists after checking these items contact the CASA Client Services Centre on 131 757 for further advice.
If you are trying to notify a flight test and the 24 hour notification period is imminent your enquiry will be directed to the Flight Testing Office.
- Why won’t the system allow me to enter the date or time I wish to conduct the flight test?
If you are trying to enter a date and time for the flight test that is within the 24 hour notification period, you will get an error message and the system will not let you proceed.
- What if I need to conduct a flight test within the 24 hour notification period?
If you are trying to notify a flight test and the 24-hour notification period has passed you should contact the CASA Client Services Centre on 131 757.

- Who can use Flight Test Management (FTM)?
All qualified flight examiners use FTM. FTM will also allow Approved Testing Officers (ATOs) that have not transitioned to the Flight Examiner Rating to notify, conduct and report on flight tests.
Part 61.040 approval holders are able to notify, conduct and report on flight tests and proficiency checks. To enable ATOs and Part 61.040 approval holders to use the system, relevant delegations will appear as an endorsement on your online record on the CASA Self Service portal. FTM material that references flight examiners encompasses ATOs and Part 61.040 approval holders.
Flight instructors will continue to use their current paper-based system for flight review notification to CASA and will not be required to use FTM. We are looking to upgrade this process to an online system in the future.
- What flight tests are available in FTM?
All flight tests and endorsements previously covered by the Flight Test Notification System (FTNS) portal transitioned to FTM. Approximately 50 flight test types across Aeroplane, Helicopter and Balloon categories are notified and managed in the system.
- Do I enter flight reviews in FTM?
No, you do not enter flight review information in FTM. Flight review notification will continue with the current paper-based process.
- Why do I need to put in a result for every flight test component for a failed test?
The major steps for conducting a flight test remain the same in FTM as they were in FTNS.
However there are a number of minor changes. This includes the requirement to enter a result for every flight test component when the overall flight test is failed. The options available to enter from a drop down list against each flight test component are ‘satisfactory’, ‘unsatisfactory’, ‘not tested’ and ‘from training record’.
Choosing from these options provides a more accurate record of the components tested in that particular flight test. This data will help inform future flight training and safety education programs.
For ‘passed’ flight tests the system will default all flight test components to a ‘satisfactory’ result, with the ability to amend to other options if necessary.
This approach to capturing component testing results was adopted as a result of feedback from industry during the development and testing phase of the system.
- Am I able to access old records stored in FTNS?
Old records from FTNS will be archived through our normal records management practices. Flight test results records (pass/fail) will also be migrated to FTM.
You will be able to view flight tests you have previously performed through the search function in FTM.
An examiner notifying a flight test will see a system alert if an applicant has previously had a failed test result for a particular flight test.
- Am I able to request data or print reports of flight tests I have conducted?
Examiners can screen print the list of flight tests listed under their name through using the search function.
FTM does not have the ability to print or download flight test reports in a pdf or word file format. This functionality has been flagged as a future enhancement to the system.
Data requests relating to flight test information not available through the search function in FTM should be directed to the CASA Client Services Centre on 131 757.
- How is the data stored in FTM used?
We use the data collected and stored by FTM to monitor the flight testing process at an industry level. This data will be used to analyse trends so that focused flight training and safety education programs and products can be developed. For example, this might include analysing the pass/fail rate for any of the licence and rating flight tests to determine what improvements should be made to relevant training courses.
The data collected in FTM will also allow consolidation of examiner records and flight examinations into one system through the CASA Self Service portal and immediate updates to applicants and examiner records.

The eLearning module is an easy to use, step by step web presentation that will guide you through the log in process, notifying flight tests and entering results. You can also learn how to search, edit, cancel and discontinue a flight test.
Use the eLearning module by following the numbered icons, or alternatively go straight to the icon that describes the function you would like to know about.
- User guide—Flight Test Management on the CASA Self Service Portal
The flight test management user guide provides step by step instructions for notifying and verifying flight tests, as well as entering results, searching, editing, cancelling and discontinuing a flight test or proficiency check. This document can be downloaded and printed for later use, or keep it open on your screen to help guide you through the system when entering results.

- I have entered the correct data into Flight Test Management (FTM) – why can’t I proceed to the next stage?
The FTM system performs a number of checks on the flight examiner and individual being tested qualifications before proceeding through the notification process. If the qualifications for either are incorrect for the flight test nominated, you will not be able to proceed with the notification.
Please log onto the CASA Self Service portal and check that your flight examiner qualifications are correct and current for that flight test type.
You should also check that the details of the individual being tested are correct. This includes checking that they hold the relevant licence, age and flight experience requirements.
If you still cannot proceed, contact the CASA Client Service Centre on 131 757.
- I just received an email from CASA about the notification of a Flight Test, do I need to do anything?
The FTM system sends automatic email notifications to both the individual being tested and flight examiner when the test has been notified, changed, or cancelled by the flight examiner in the system. An email notification will also be sent when the result for the flight test has been entered in the system. This makes it easier for participants track any changes.
We recommend you check the details in the email you have been sent are correct. If the details are incorrect, the flight examiner should update the flight test and proficiency check entry in FTM.
- Why can’t I find the correct flight test or aircraft type?
All flight tests and endorsements covered by the Flight Test Notification System are available in FTM. Approximately 50 flight test types across aeroplane, helicopter and balloon categories will be notified and managed in the system.
If you are unsure of what flight tests you can perform in a particular aircraft, contact the CASA Client Services Centre on 131 757.
- The wording and layout of the flight standards (flight test components) in FTM is different – has something changed?
The flight test standards available for each flight test in FTM reflect the most recent version of the Manual of Standards (MOS). If you are still unclear about the relevant standards for each flight test contact the CASA Client Services Centre on 131 757.
- How do I get access or help to use the CASA Self Service portal?
FTM can be accessed through the CASA Self Service portal. You can register for access online.
You must have an Aviation Reference Number (ARN) to register to use the portal. If you have difficulty with the self-registration process, contact the CASA Client Service Centre on 131 757.
- What should I do if I have incorrectly confirmed an overall pass/fail result for a flight test?
Once an overall flight test result has been confirmed as pass/fail, this cannot be amended by the flight examiner through the portal. You will need to contact the Client Services Centre on 131 757 to be put in contact with the Flight Testing Office for assistance.
FTM will allow you to change any other details for a flight test that you have already notified, including cancelling the flight test if required.
- Why can’t I see the details of an individual’s past test results?
A flight examiner will be able to view flight tests they have previously performed through the ‘search’ function in FTM. Details of these flight tests can be viewed by selecting the relevant test.
A flight examiner notifying a flight test will be alerted on the screen if an individual has previously had a failed test result for a particular flight test, regardless of the flight examiner that performed the test.
