Getting a private pilot (balloon) permit

If you would like to fly a balloon for recreation, you will need a private balloon pilot permit – PP(B)P.

What you need to get a PP(B)P

To get a PP(B)P you must:

  • be at least 16 years old
  • be able to self-declare that you can read, speak and understand the English language and that you are medically fit:
  • meet the requirements in accordance with CAO 95.54 and our recreational ballooning procedures manual
  • successfully complete the theory requirements and have the required experience to pass a flight test contained in our recreational ballooning procedures manual
  • hold a valid student pilot (balloon) permit – SP(B)P – and one of the following:
    • an radio operator (balloon) permit – RO(B)P
    • an aviation radio operators certificate (AROC)
    • have authorisation under CASR Part 61 or Part 64 to operate aircraft radio.

If you have an equivalent foreign licence

Foreign private balloon pilots can apply for a PP(B)P using the same requirements as PP(B)P holders, except you:

  • don’t need to apply for a SP(B)P
  • must pass the Balloon Flight rules and Aerostatics – BFRA exam
  • must provide evidence of your foreign licence and certified logbook evidence of training and subsequent flying
  • don’t need flight training
  • may require a flight test for conversion of endorsements

Important: Once we issue the PP(B)P, the holder must first successfully complete a Recreational Balloon Flight Review before conducting a flight as pilot in command (PIC).

You may also apply for a temporary issue of a PP(B)P to fly in Australia for up to 30 days using form:

How to apply for a PP(B)P

  1. Apply for a student pilot (balloon) permit

    You must hold a student pilot (balloon) permit - SP(B)P – to operate the flight controls of a hot air balloon when you are learning to fly.

  2. Learn the theory

    Get ready for the 2-part written exam.

    Find the syllabus of study in section 7.2 of our recreational ballooning procedures manual.

    You must also complete the Sport Aviation human factors course available through AviationWorx.

  3. Complete your practical flight training

    You will need to conduct your 16 hours instructional flight time with a Grade 2 or 1 private balloon instructor. A Grade 1 private balloon instructor must approve your solo flights and recommend you for a flight test.

    You will also need to keep a record of your training flights. You can do this by using our:

    Print out a copy of the booklet and give it to your instructor to complete after every training flight.

  4. Pass the PP(B)P theory exams

    You must complete all the theory exams within 2 year and one month prior to successfully compelling your flight test.

  5. Apply for a radio operator (balloon) permit

    There are 2 methods for issue of a radio operator (balloon) permit - RO(B)P.

    Demonstration and examination method

    Through this method, you must demonstrate to an examiner the required standard (see Section 7.3 of our recreational ballooning procedures manual) in both the written and oral examinations. You must also complete the relevant sections of form:

    Through this method you must complete the relevant sections of form BF-002 and submit it with evidence of your prior learning:

  6. Pass a PP(B)P flight test

    Complete the flight test exercises with a private pilot balloon examiner during both a:

    • flight test of at least 30 minutes
    • solo flight test of at least 20 minutes.

Recreational balloon flight reviews

You must complete a recreational balloon flight review every 2 years. The flight review assesses the aeronautical skills and aeronautical knowledge relevant to the safe flight of balloons in sport or private operations.

If the holder of a PP(B)P satisfactorily completes a recreational balloon flight review, the approved person conducting the review must:

Reprinting your licence

A paper reprint of your licence costs $25. Use form:

Balloon instructor and examiner permits we issue

An instructor permit allows the holder to conduct training in accordance with the pilot training syllabus. There are 2 levels of instructor private pilot (balloon) permits we may issue:

  • instructor private pilot (balloon) permit grade 2
  • instructor private pilot (balloon) permit grade 1.

To conduct flight training, an instructor must have passed a flight test or flight instructor proficiency check in the last 2 years. They must have also flown at least 3 hours as PIC in the 12 months before the planned instruction flight.
