What can CASR Part 121 operators do?
Use your Safety Management System (SMS) processes to manage change and associated risk in support of AOC operations. This includes:
- considering the compounding impact of other changes happening at the same time within the organisation
- consider establishing a change committee. This will help ensure you are considering the overall safety impact of all changes (or include in Aviation Safety Committee)
- consider including change risk management as a mandated step in all business projects and planning. This could include creating or amending checklists for large and possible future recurring projects such as port inductions, new routes, purchasing of equipment etc.
- create a change champion network with representatives from across the business to ensure all staff are aware of changes and the implications
- integrate management of change and risk management procedures. Make sure you consider the organisational change impacts on business-as-usual activities.
- make sure you consider risk at these stages of change:
- in the case for change
- when implementing the change
- after implementing the change.
What is CASA doing or has already delivered?
We have released Advisory Circular AC 119-07 and AC 138-03. This multi-part AC provides guidance to:
- everyone involved in the aviation industry, and
- those who are seeking an improved understanding of the process of management of change for regulatory approvals.
The Advisory circular AC 119-01 helps organisations meet Part 119 of CASR requirements and provides examples of SMS processes. This includes management of change suitable for organisations operating under them.
We have published a Resource kit to develop your Safety Management System. This is available online or in hard copy and supports organisations in developing and implementing an SMS including management of change.
We have developed a third edition of the SMS resource kit. The kit contains enhancements to guidance related to management of change.
