Our Board meeting 20 August 2025

The Board of the Civil Aviation Safety Authority (CASA) meets six times per calendar year to fulfil its obligations under Section 53 of the Civil Aviation Act 1988 to decide the objectives, strategies and policies to be followed by CASA; to ensure that CASA performs its functions in a proper, efficient and effective manner.

The CASA Board met in Canberra on 20 August 2025. Prior to the meeting, the Board held a strategy session where they received a demonstration on CASA's Workforce Supply and Demand Tool; discussed CASA's Coordinated Enforcement process and ongoing improvements to our regulatory service delivery functions; and discussed, in depth, CASA's Performance Metrics. Our Service Delivery Targets continue to evolve and provide vital information regarding delivery of CASA's services to the aviation community. Importantly they also allow us to prioritise resourcing, improve productivity and performance and inform workforce planning.

The primary focus of the meeting was to consider the 2024-25 Financial Statements, and the 2024-25 Annual Performance Statement (APS). CASA has a long history of achieving an unmodified audit report from the Australian National Audit Office (ANAO) which is testament to the strong framework of internal controls, policies and processes within the organisation. In terms of our APS, our performance metrics continue to evolve alongside the developing maturity across the organisation to develop targets and Key Performance Indicators (KPIs) that provide assurance that we are on track to achieve our objectives. The Board was pleased to sign-off both sets of statements and was comfortable they accurately represent CASA's financial and operational performance in the last 12-months.

CASA Board meetings follow a theme-based agenda focusing on organisational matters and operational matters that affect the aviation industry. This included an update on organisational matters centred around CASA's corporate governance, financial position, enterprise risk, the status of major projects, cyber security issues, organisational culture, and workforce planning. The Board received a briefing from the Chair of the People and Culture Sub-Committee and discussed matters relevant to CASA's workforce. The Board also received reports from the Chair of the Audit and Risk Committee and the Industry Complaints Commissioner.

CASA's Executive Management Team provided updates on a range of operational and regulatory matters. This included an update on the operational surveillance framework and the results of the 2025 Stakeholder Engagement Survey. The Board reviewed key management reports supporting transparent organisational governance and approved the 2024-25 Annual Report.

The next Board meeting will be held in Darwin on 9 October 2025.
