Background

The Australian Public Service (APS) Employee Census is an opinion survey administered to all APS employees between May and June each year. It collects information on important workforce issues, such as:

  • job satisfaction
  • employee engagement
  • performance management
  • leadership
  • general impressions of the APS.

CASA 2025 results

The APS Employee Census was conducted from 5 May to 6 June 2025. We increased our participation rate from 81 to 83 percent.

This year's results also show improvement in our overall engagement score of 73 (compared to 71 last year).

Our focus in 2024 on leadership, wellbeing and acceptable behaviour has resulted in positive improvements across a range of metrics, including:

  • SES leadership
  • health and wellbeing
  • direction and priorities of agency including specific duties and responsibilities
  • innovation.

Next steps

While there are areas where we are seeing positive improvements, there are other areas where more work is needed. We are committed to building on the positive progress we have made.

In response to the feedback from the APS census we have:

  • implemented an agency-wide action plan to address areas where we can improve
  • promoted divisional action planning to address issues that are specific to individual divisions.

We publish our results and associated agency-wide action plan below.

The APSC publishes information on interpreting, benchmarking and comparing the results.

CASA Census Action Plan 2025

  1. Continuing what we do well

    Support and reduce incidents of bullying, harassment or discrimination in the workplace by:

    • Reinvigorating the Harassment Contact Officer program
    • Providing greater visibility on how we deal with complaints around bullying, harassment or discrimination and the outcomes of complaints.

    Create a psychologically safe, respectful and values-driven workplace by:

    • Operationalising the new CASA Values and Code of Conduct Determinations to reinforce expected behaviours and standards
    • Conducting regular engagement with CASA employees through 'Ask us anything' sessions
    • Focusing on the importance of integrity as part of the ongoing Values Working Group discussions and initiatives.
  2. What we need to improve

    Promote and facilitate employee participation in mental health and wellbeing training sessions in the workplace, including:

    • Beyond Blue: Managing Mental Health at Work – Training for Managers and Employees
      • Bystander Training
      • Respectful Communications and Managing Complex Interactions Workshops.

    Continue to build a healthy and safe workplace by:

    • Promoting CASA's Employee Assistance Program – Converge – including the range of services, access and support available for staff – personal and professional capacity
      • Using annual days of significance and events to promote a range of wellbeing initiatives – such as Safe Work Month, flu vaccinations, and RU OK? Day.
  3. Our areas of focus now and into the future

    Ensure knowledge retention and improve succession planning by supporting structured retirement pathways for staff as they transition to retirement.

    Ensure CASA maintains necessary technical capability by:

    • Reviewing CASA’s aviation technical training continuum
      • Supporting and updating technical training courses and identifying priorities
      • Identifying any skill gaps relating to mandatory qualifications.

    Supporting productivity improvements and innovation by:

    • Continuing to invest in fit-for-purpose and future-resilient technology solutions
      • Deploying available technologies to support efficient and effective work practices
      • Working with employees to simplify and streamline administrative practices and remove unnecessary steps and processes
      • Encouraging, rewarding and highlighting improved ways of working.
