Part 60 of CASR explanation of changes

Rule change

We’re currently making changes to Part 60 of the Civil Aviation Safety Regulations (CASR). The information provided in this section outlines what is changing, what you need to know and do, and links to any relevant guidance and reference material.

There is an active consultation regarding proposed changes to Part 60. The issues and objectives are outlined on this page.

Comments have closed for this consultation and the legislative changes are in process.

Part 60 MOS amendment

There is a Part 60 MOS amendment to extend the date for UPRT updates to FSTDs.

  • Due to delays caused by the COVID-19 pandemic, Part 60 simulator operators will need up to an additional 18 months to update devices for Upset Prevention and Recovery Training (UPRT).
  • The current Part 60 MOS will be amended to reflect the changed dates.

UPRT EET upgrades

Provisions for UPRT EET upgrades to specific devices without the prohibitive cost of a complete upgrade.

  • Pre Part 60 devices (those first qualified under the old FSD-1 standard) require access to packages to allow an update for Extended Envelope (that is, UPRT) Training (EET).
  • Boeing produced a data package for older simulators. This allows the update of the UPRT component for one device: a Qantas Boeing 737-400 simulator. This avoids the significant cost of updating the entire device.
  • Enabling this limited upgrade will require a minimal amendment to the Part 60 MOS.
  • No other operators will be affected.
