Sector threats, issues and hazards

Industry participants joined us in a sector safety risk profile (SSRP) workshop in February 2025. They found the following issues that are inherent risks.

Business aviation operators should be aware of these risks and if relevant to your operation have appropriate mitigation strategies in place. These should be in line with your existing risk management practices.

The significant issues facing the sector included:

  • fatigue management including:
    • safety education
    • guidance on recommended flight and duty time limits
    • cabin crew fatigue management
  • airspace including:
    • Class D
    • Balina airspace
    • ADSB – including issues with losing conspicuousness and infrastructure availability (we highlighted Moree)
    • loss of separation
    • less traffic information from ATC e.g. ATC forcing aircraft out of controlled airspace at Bankstown on a visual approach
    • international – Airspace reporting, cyber-attacks on weather providers, GPS blocking (including Australia)
  • aerodromes including:
    • terminal aerodrome forecast – less availability affecting IFR and night flying
    • aerodrome lighting – not all aerodromes have light activation readbacks
    • de-Icing not available
    • security
  • ground risk including:
    • aircraft damage
    • availability of fuel
    • capability of ground handling agents (FBO's)
  • regulatory complexity including:
    • industry lack of knowledge of exemptions available or approvals we can provide.
