Civil Aviation Safety Regulations (CASR) Part 91 Operators do not hold a certificate of approval by CASA.

CASR Part 91 sets out requirements and standards for the conduct of recreational, private and commercial pilot flying.

These requirements include standards for:

  • operational procedures
  • performance
  • weight and balance
  • equipment
  • cabin crew
  • operations under certain special certificates of airworthiness and special flight permits
  • minimum equipment lists.

The Part 91 Manual of Standards requirements include standards for:

  • prescriptions for certain definitions in the CASR dictionary

  • all flights — airspeed limits
  • journey logs — flights that begin or end outside Australian territory
  • flight preparation (weather assessments) requirements
  • flight preparation (alternate aerodromes) requirements
  • flight notifications
  • matters you must check before take-off
  • air traffic services — prescribed requirements
  • minimum height rules
  • VFR flights
  • IFR flights
  • IFR take-off and landing minima
  • approach ban for IFR flights
  • designated non-controlled aerodromes
  • safety when aeroplane operating on the ground
  • fuel requirements
  • safety of persons and cargo on aircraft
  • radio frequency, broadcast and reporting requirements
  • performance-based navigation (PBN)
  • interception of aircraft
  • take-off performance
  • landing performance
  • equipment
  • experimental and light sport aircraft placards
  • requirements for minimum equipment lists.
