Rules for carriage of personnel involved in firefighting activities finalised

We have updated the Part 138 Aerial Work Operations Manual of Standards (MOS). The amendments allow aerial work certificate holders to use helicopters to transport ground personnel in certain circumstances, instead of using the air transport rules.

It follows consultation on the policy earlier this year.

We received 14 responses – 6 from operators/pilots, 5 from emergency service agencies (including state/territory) and 3 from organisations or individuals representing the aviation industry.

Feedback received related to 4 themes:

  1. Scope of the amendments.
  2. Appropriateness of aerial work rules to carry passengers.
  3. Pre-flight passenger requirements.
  4. Clarifying certain terms and concepts.

We considered feedback resulting from the consultation in finalising the amendments to the MOS.
