Part 91 Manual of Standards now updated

Last year we consulted on proposed changes to the Part 91 (General Operating and Flight Rules) Manual of Standards (MOS). The most significant changes relate to corrections to visibility requirements for landing minima (section 15.10) and the introduction of military operating areas (MOAs) (section 11.23).

These changes will not take effect until March 1, 2025. This delay is specifically to give industry time to understand the changes to landing minima in section 15.10, before they become effective.

Amended changes

The changes to visibility corrections when an approach lighting system (ALS) has failed, or partially failed, have been modified so that visibility corrections will be:

  • arranged under NPA, APV and PA approach procedure classifications
  • grouped according to if, or if not, the final approach track is within the 'visible approach lighting splay' (the MOS amendment defines this term)
  • correctly related to the visibility required during design for full, intermediate, basic and nil approach lighting systems
  • for failed approach lighting systems - rounded up to the nearest 100 metres.
