We have categorised the following activities for airworthiness into either:
- immediate term (2023)
- near term (2024)
- medium term (2025-2026).

Immediate term – 2023
Finalise Part 43 of CASR
In the immediate term we plan to finalise drafting and make the new Part 43 of CASR.
We plan to establish new Part 43 maintenance regulations which are specifically for the private and aerial work sectors.

Finalise rules for air transport continuing airworthiness
We plan to amend the existing Parts 42 and 145 of CASR to include Air Transport policies. Other activities include:
- regulation drafting and industry consultation on the draft regulations
- implement proportionate continuing airworthiness regulations for non-scheduled air transport operators.

Part 66 improvements
We also expect improvements rolled out in a phased approach for Part 66 continuing airworthiness aircraft engineer licences and ratings.
Policy scoping to update Part 21 of CASR
We plan to recommence the scoping of policy to update Part 21 regulations and manual of standards to better align with international best practices. We expect policy scoping to commence during the immediate term.
Near term 2024
Commence Part 43 of CASR
New Part 43 will contain maintenance regulations for aircraft used in private and aerial work operations.
Once we make Part 43, we expect that some new industry participants will prefer the Part 43 option to the existing CAR 30 option in the near term. We also expect some existing CAR 30 organisations to start transitioning to Part 43.
We propose to take 3 years to transition CAR 30 organisations to Part 43.

Commence regulations for air transport continuing airworthiness
We expect to commence air transport continuing airworthiness suite.
We also expect an industry transition period of 3 years.

Medium term 2025-2026
Transition period with industry adopting Part 43 of CASR
We expect the transition of Part 43 to be under way in the medium term.
Transition air transport and continuing airworthiness (CASR Parts 42 and 145)
We expect to transition industry to the new rules with an transition period of 3 years.
Airworthiness aspects of emerging aviation technologies
Our forward planning shows we will need minor regulatory changes in the medium term to support airworthiness aspects of new technologies.
This includes changes to type certified RPAS and advanced air mobility vehicles. We have begun preparatory work on these changes.
