The Remotely Piloted Aircraft Systems (RPAS) technical working group (TWG) operates under the Aviation Safety Advisory Panel (ASAP) terms of reference (June 2025). We have convened this TWG to review and provide expert feedback on proposed RPAS regulatory relief measures over the next 18 months.
The TWG will:
- review proposed pathways for OONP approvals under the revised 2025/26 TMI
- identify unexpected consequences and operational challenges
- assess the proposed policy is practical and useful for industry
- provide feedback to CASA to ensure aviation safety remains the top priority.

The first proposal under review involves changes to the Operations Over or Near People (OONP) Temporary Management Instruction and supporting policy:
The changes aim to improve clarity, efficiency and safety for RPAS operations near people, while meeting CASR and CASA requirements.
