We are proposing to update the Part 139 Manual of Standards (MOS) to align with the latest international requirements.

The International Civil Aviation Organization (ICAO) has revised its standards for aerodrome design and operations (Annex 14, Volume 1).

Our proposed amendments reflect these updates and form part of a global program to modernise aerodrome standards and procedures.

We are also proposing to:

  • remove outdated requirements
  • update rules on precision approach path indicator (PAPI) height
  • clarify expectations for the experience and competence of aerodrome personnel.

These changes aim to improve safety and ensure Australia’s standards remain internationally aligned.
