- Codify arrangements for existing CASA 09/19 Civil aviation (community services flights – conditions on flight crew licences) to be conducted as private flights.
- Codify arrangements for certain flights conducted for charitable fundraising purposes to be conducted as private flights.
- Scope whether further public benefit flights should be conducted as private flights.
