Part 11 of CASR Regulatory administrative procedures

Part 11 of the Civil Aviation Safety Regulations 1988 (CASR) sets out rules that apply to how we administer authorisations. These are generally:

  • licences
  • ratings
  • certificates
  • endorsements.

The rules include how we:

  • process applications
  • suspend or cancel authorisations
  • renew time-limited authorisations.

Part 11 also includes rules for the:

  • application, assessment and issue of exemptions
  • issue temporary directions to maintain air safety
  • delegation of our powers
  • consultation requirements for issuing or amending a manual of standards (MOS).

Who it affects

Part 11 of CASR affects: 

  • CASA staff 
  • persons seeking exemptions against the CASRs 
  • persons subject to directions
  • persons applying for a civil aviation authorisation.

Legislative instruments

Legislative instruments apply to a broad range of people. These instruments include Manuals of Standards and exemptions to regulatory requirements that apply to classes of people. For example, when an instrument applies to all flight crew who hold a licence.

Advisory Circular AC 11-02 provides guidance and information to persons requiring an exemption against the CASR, CAR and CAOs under CASR Subpart 11.F. This includes exemptions against MOS if referenced in the CASRs.

Advisory Circular AC 11-04 provides guidance and information on the process to apply for an approval under Parts 91, 103, 119, 121, 129, 131, 132, 133, 135, 138 or 149 of CASR and subordinate MOS. Fundamental to the application process is the completion of a safety assessment and submission of a safety case to CASA.
