Immediate term – 2023
Prepare for regulatory changes for unmanned aircraft and rockets (Part 101)
We expect to make a number of amendments to Part 101 of CASR. This will help to reduce red tape for the RPAS industry and follows earlier industry consultation activities. This includes expected regulation drafting and consultation in 2024, subject to drafting capacity in the Office of Parliamentary Counsel.

Regulation drafting work for Part 92
We expect regulation drafting will continue through 2023 into 2024 for Part 92 of CASR, Consignment and carriage of dangerous goods by air. This is dependent on drafting capacity in the Office of Parliamentary Counsel.
Finalise MOS of Parts 131 and 103
We will finalise the development of the Manual of Standards for:
CASA has finalised MOS CASR Part 105 – Parachuting from aircraft.
Near term – 2024
Continue to make improvements through flight operations miscellaneous amendments
We expect to make minor technical amendments to address policy issues that arose after the start of the Flight Operations Regulations in December 2021. This is dependent on drafting capacity in the Office of Parliamentary Counsel.
Regulation drafting for unmanned aircraft and rockets (Part 101)
We expect to create a number of amendments to reduce red tape for the RPAS industry.
Regulation drafting and consultation will continue in 2024 subject to drafting capacity in the Office of Parliamentary Counsel.
Policy scoping for Part 137
We expect policy development to commence and continue through 2024 for Part 137 of CASR Aerial application operations (update since commencing in 2008). Regulation drafting will continue through 2024-25, subject to drafting capacity in the Office of Parliamentary Counsel.
Finalise regulation drafting for Part 92 of CASR Consignment and carriage of dangerous goods by air
We expect to finalise regulation drafting for Part 92, subject to drafting capacity in the Office of Parliamentary Counsel.
Policy development for CASR Part 131 balloons and hot air ships maintenance, licensing (training and SMS)
We expect policy development work on the flight crew licensing and balloon maintenance rules for CASR Part 131 to progress throughout 2024.
Medium term 2025-2026
We expect ongoing improvements to continue in the medium term. This includes implementation and transition activity associated with work that has occurred. We will continue to engage industry during the implementation of the program.
Part 92 of CASR consignment and carriage of dangerous goods by air
We expect industry will transition to the new rules in 2025.
Regulation development for Part 131 balloons and hot air ships maintenance, licensing (training and SMS)
We expect regulation development and implementation work to continue into the medium term. This includes work on the flight crew licensing and balloon maintenance rules for CASR Part 131.
Commence Part 101 of CASR
We expect to commence Part 101 of CASR.
Operations aspects of emerging aviation technologies
Our forward planning shows we will need minor regulatory changes in the medium term to support the operations aspects of new technologies.
This includes changes to advanced air mobility operations. We have begun preparatory work on these changes.
