Safety Management Systems for Aerodromes
All certified aerodromes must have a safety management system in place (mandate 1 January 2007). CASA has an SMS webpage which features general advisory material about safety management systems, as well as a downloadable SMS resource kit. This kit provides a practical guide for SMS implementation, and contains tools and templates for industry to help in setting up an SMS.
The latest advisory circular Safety management systems for aerodromes [AC 139-16(1)] Jan 2013 outlines ICAO's SMS framework (as does the SMS resource kit) to guide certified aerodrome operators in developing and implementing an SMS.
The four key components are:
- Safety policy, objectives and planning
- Safety risk management
- Safety assurance
- Safety promotion.
The framework also includes 15 sub elements such as:
- key safety personnel
- hazard identification
- monitoring safety performance
- training and communication.
