Project SS 06/06 - CASA's Industry Sector Priorities & Classification of Civil Aviation Activities

The Classification of Aircraft Operations has been published in the Standards Development Manual - Chapter 2.13 - Classification of Aircraft Operations.
- Phase 1
- Implement a modified classification of operations. Generate policy and consultative documentation.
- Phase 2
Phase 2 will involve the scoping and drilling down into each aviation activity as to the implications and out comes of each activity of the policy taking into account current risk mitigation tools such as licensing, ratings, aircraft equipment, maintenance, etc. Policy matters not yet evident will then be considered how best to be transformed into legislation and associated appendices, or Acceptable Means of Compliance (AMCs) and or Guidance Material (GMs).
In addition, a process for determining how CASA will classify future applications regarding unique operations (carve-ins and carve-outs) and where and who will make such assessments and if this process should be centralised, at least until the assessment process has matured.
It is considered that an IT solution best be employed in Phase 2 working from the Known to the Unknown.
- Phase 3
Phase 3 is ultimately where the bulk of the work will take place which will involve the writing of the AMCs and associated GMs along with refining the proposed regulatory suite. This will also be where policy matters are included into the CASRs such as passenger number cut-offs, certification, weights or any other identified criteria including consideration of suitable definitions. It is considered most suited in phase three of the project as the current many number of aviation activities (approx 80) will be melded with like activities possibly resulting in approximately 30 activities that will result from Phase two of the project with the IT solution and associated licensing, ratings, etc matrixes. It will therefore be easer to refine the smaller number and deal with unique activities on a separate basis.
CARs, CASRs, CAOs, CAAPs, ACs and MOSs will need to be reviewed to enable agreed content to be transferred and captured by an AMC and/or GM. This could reduce the regulation content or even possibly dispense with CAOs and MOSs as this data would be published elsewhere, specific to a particular activity or subactivity.
It is anticipated that the first phase of the project will be completed by the last quarter of 2007.
