Project OS 11/51 - Rewrite CAAP 92-2(1) Helicopter Landing Sites (HLS)

The CAAP requires updating to reflect the latest ICAO Annex 14 Volume II and other standards in regards to offshore HLS requirements. Helicopter operations are becoming more complex carrying larger number of passengers each year in Australia, but with no up-to-date reference for the design of HLSs.
The forthcoming CASR Parts 133 and CASR 138 include specific performance requirements for helicopter operations which will require a more detailed approach to the design and use of an HLSs.
CAAP 92-2 rewrite will provide the trigger and reference material to be included in a later CASR 139 revision.
The consequences of not taking action are that the standards for Air Transport Operations in Rotorcraft will fall behind ICAO Annex 14 recommendations. Operators and Government agencies are contacting CASA for up to date guidance material, in particular for offshore and hospital helipad design, as currently there is little information available in a CASA sponsored form, such as a CAAP.
The project will rewrite CAAP 92-2 to bring it in line with ICAO Annex 14 Volume II and UK CAA Civil Aviation Publication (CAP) 437 recommendations, in keeping with the criteria to be included in CASR Part 133.
The first stage of the CAAP re-write will use parts of CAP 437 for determining the requirements for offshore helidecks, which is currently under revision to include ICAO Annex 14 recommendations. The second part of the project will focus on onshore helipads, other than Basic and Standard, and will make use of FAA Advisory Circular 150/5390-2B, also under revision.
