Project OS 10/22 - Amend CASR Part 60 to reference ICAO Document 9625 - Manual of Criteria for the Qualification of Flight Simulation Training Devices (Third Edition 2009)
The standards for "synthetic trainers" which are defined in CASA document FSD-2 are out of date. "Synthetic trainers" are also not internationally recognised.
The standards for flight simulators has been harmonised between CASA, the Federal Aviation Administration (FAA), the European Aviation Safety Agency (EASA) and International Civil Aviation Organization (ICAO) since 2003.
A project to harmonise and rationalise the standards for all levels of flight simulation training devices was undertaken by the Royal Aeronautical Society in 2006 for ICAO.
As a result of the project, ICAO has published the Third Edition of the Manual of Criteria for the Qualification of Flight Simulation Training Devices, Doc 9625 AN/938. This document specifies the standards for seven levels of device types and their use in training and testing.
EASA and the FAA are planning to update their rules to adopt the levels for device accreditation and standards specified in this document.
Why is legislative change action needed to correct the issue? Legislative change is required to update Part 60 to be consistent with EASA and FAA, and to address shortfalls in the existing legislation under which synthetic flight training devices are accredited and replace out of date standards.
CAO 45.0 and FSD-2 are out of date. The amendment will address deficiencies identified in the legislation and manual and provide greater consistency in the process of qualifying or approving a device for use.
Is the issue a regulatory or compliance issue? - Regulatory
Assessment of the Risk: The risk is that CASA will not be applying the latest standards and permitting the use of the seven device types. Oxford Aviation Academy has purchased a new device which may or may not be able to be used.
Consequences of no action: Training organisations purchasing new device types may not be able to use them to their full potential. Current legislation constrains the credits CASA may grant for a particular device.
The objective of this project is to identify outcomes, goals or targets that are being sought in relation to the identified issue.
- CASR Part 60 is updated to cover all flight simulation device types.
- Identify where there is regulator/policy currently in place - identify characteristics of existing regulation and policy.
- Identify any other documents that may need amending as a result of the project
- CAO 45.0, FSD-2 and MOS 60 will be replaced
- AC 60-1 through 60-4 will be updated
- Identify any other areas of CASA, organisation, relevant Sub-Committees/ that require advance notification of the proposed amendments (consider lead times and cut-off dates)
An existing project exists to develop CASR Part 60C. As ICAO Doc 9625 includes standards for all types of flight simulation training devices, CASR Part 60.B and C will no longer be required.
