Project no. OS 05/02 titled Multi-engine helicopter operational performance standards has been registered.
In 2000, CASA issued an internal policy document which set out the minimum performance standards for multi-engine helicopters. This followed changes to flight manual management procedures and because CASA no longer exercised direct control over the content of flight manuals.
A subsequent internal notice to Compliance Division staff gave guidance on how to conduct surveillance and enforce the minimum performance standards. These standards were intended to be incorporated into the proposed CASR Part 133 (originally expected to be made by 2002), however, CASR Part 133 is not now expected to commence or be implemented until 2006/2007.
As a result of the delayed implementation date for Part 133, CASA now seeks to position the multi-engine helicopter operational performance standards in a more appropriate and current legislative framework (such as CAO Part 20, Section 20.7) in the interim period pending incorporation of the standards in Part 133. Currently, CAO Section 20.7 specifies the operational performance standards for various categories of aeroplanes, but there is no parallel legislation for helicopters.
This project sets out to amend Section 20.7 to include the multi-engine helicopter operational performance standards currently set out in CASA internal policy documents.
