Project MS 14/14 - Updates to Civil Aviation Safety Authority (CASA) Instruments - Specifications for examinations for aircraft maintenance engineer licences, and repeal of an outdated DASR Instrument.

The Examination Specifications have been updated and the DASR has been repealed.
Currently, there are five CASA Instruments in place for each of the five aircraft maintenance engineer (AME) licence categories of Regulation 31 of the Civil Aviation Regulations 1988 (CAR) - i.e. category airframes, engines, radio, electrical and instruments, that specify the examination requirements for AME licence applicants for the grant of a licence, or endorsement of additional ratings for a specific aircraft type on an individual's licence. The instruments are:
- CASA 286/06
- CASA 287/06
- CASA 288/06
- CASA 289/06
- CASA 290/06
Under clause 4 - Credits and waivers of Schedule 1 for each of these five instruments, a person is not required to pass the examination in Airworthiness Administration (AA) for a licence group if the person has knowledge of Module 10 - Aviation Legislation, in Part 3, Appendix 4 of Civil Aviation Order CAO 100.66, demonstrated by successful examination, with knowledge training and examination conducted by a recognised organisation.
The introduction on 26th June 2011 of CASR Part 66 - Continuing airworthiness - aircraft engineer licences and ratings, resulted in the cancellation of CAO 100.66, with the information contained in that CAO being transferred into the Part 66 Manual of Standards (MOS). As a result of the cancellation of the CAO, a reference in current legislation to any information previously found in the CAO is considered invalid.
To this end, each mention of Module 10 - Aviation Legislation, in Part 3, Appendix 4 of Civil Aviation Order CAO 100.66 given in each of the five CASA instruments needs to be substituted with the correct legislative reference to Module 10 i.e. Part 3, Appendix I of the Part 66 MOS.
The objective of the project is to substitute the incorrect CAO 100.66 reference to Module 10 - Aviation legislation with the correct reference pointing to the Part 66 MOS.
At this time, this project will also take the opportunity to:
- make a minor machinery amendment to an incorrect reference that currently exists in:
CASA 33/13 - "Authorisation of persons to carry out maintenance on certain amateur-built, kit-built and light sport aircraft with a special certificate of airworthiness" / "Appointment of authorised persons to issue maintenance releases for certain amateur-built, kit-built and light sport aircraft with a special certificate of airworthiness"
- repeal CASA Instrument - DASR 07/93 - "Regulation 31 Specification of requirements" because Regulation 31 of the Civil Aviation Regulations 1988 (CAR) was repealed in 2010 under the Civil Aviation and Civil Aviation Safety Amendment Regulations 2010 (No.1) - Select Legislative Instrument 2010 No.328.
