Project MS 14/06 - Migration of maintenance-related ADs and approval of advisory material for maintenance
Project closed 24 December 2015.
CAO 100.5 has been amended and includes the outcomes of the Approved Single Engine Turbine Powered Aeroplanes (ASETPA) review and the incorporation of relevant maintenance actions from the associated Airworthiness Directives (ADs):
|AD||CAO 100.5 Appendix 1 paragraph number|
|AD/GAS/1: Rechargeable compressed gas cylinders||15|
|AD/REC/1: Maintenance of Cockpit Voice Recorders Systems||9|
|AD/SUPP/8: Towing release systems||12|
|AD/SUPP/16: Electrical hoist assemblies||13|
|AD/GEN/37: Emergency exits||10|
|AD/AIRCON/9: Combustion type cabin heaters||16|
|AD/EMY/2: Life jackets & inflatable flotation devices||11|
|AD/EMY/4: Life rafts||11|
|AD/Prop/2: Feathering Propellers - Functional Check||8|
|AD/Rad/47: Periodic Testing of ATC Transponders||14|
Following a review of Australian unique ADs, a number of ADs covering maintenance requirements were identified that did not satisfy the requirements for issuing of an AD under CASR Part 39. The requirements in these ADs should be included in the regulations, or a Civil Aviation Order (CAO) if mandatory, or in advisory materials for guidance information or acceptable means of compliance.
A previous project, MS08/20, was raised to draft the required amendments to CAO 100.5 as additional maintenance requirements. Since that project was raised a number of ancillary activities have occurred that had the effect of significantly altering the scope. To consolidate the work done previously and incorporate additional material considered appropriate MS08/20 has been cancelled to be replaced by this proposal.
The AD intended to be transitioned are:
AD/ENG/6: Propeller Strike
AD/Prop/2: Feathering Propellers - Functional Check
AD/GEN/37: Emergency exits
AD/EMY/2: Life jackets & inflatable flotation devices
AD/EMY/4: Life rafts
AD/REC/1: All CVR Systems
AD/SUPP/16: Electrical hoist assemblies
AD/Rad/47: Periodic Testing of ATC Transponders
AD/SUPP/8: Towing release systems
AD/GAS/1: Rechargeable compressed gas cylinders
AD/AIRCON/9: Combustion type cabin heaters
In addition, a particular requirement detailed in cancelled AD/GEN/48 Amdt 3 has been determined to be still applicable. The requirement for ensuring the integrity of the fire protection in toilet areas on an aircraft will be reinstated.
The proposed amendment will also incorporate the basis for the approval of certain advisory material intended to supplement deficient maintenance data.
To prepare the amendment to CAO 100.5 that incorporates the intent of the existing selected maintenance AD and provides the approval basis for certain advisory material published by CASA or other National Airworthiness Authorities.
This project was approved by Peter Boyd on 5 February 2014.
