Project MS 06/16 - Weighing balloons
A new rulechange has been registered to update CAO 100.7 for balloons.
The weighing of a hot air balloon is subject to the same regulatory requirements as other aircraft. The regulatory framework that CASA uses to manage the weighing of balloons is CAR 33B, CAO 100.7 and the requirements listed in the AME Licensing Procedures Manual in Section 9.5. The latter appears to be excessively onerous, particularly the examination requirements.
Although CASA's Maintenance Personnel Licensing (MPL) section is able to vary the requirements published in the AME Licensing Procedures Manual for the issue of an Instrument of Approval to weigh balloons, the requirements of CAO 100.7 will still apply. As the weighing requirements for a balloon vary significantly from other types of aircraft, CAO 100.7 requires amending to remove the current onerous requirements and more accurately reflect what is required to weigh a balloon.
This project sets out to amend CAO 100.7 to address the abnormality of requiring the same standards to weigh balloons as other types of aircraft. MPL has been in contact with CASA's Legal Services Group who have agreed in principle with this objective.
