Project CS 13/28 - Preparation of an Advisory Circular dealing with the certification of software and complex hardware systems and subsequent revocation of CAO 103.05

Project objectives achieved with the publication of AC 21-50 v1.0 - Approval of Software & Electronic Hardware Parts on the 22 of May 2014.
There is currently no guidance material on certification of airborne software and complex hardware systems. CAO 103.05 - Aircraft Equipment software - is obsolete for aircraft equipment. Legal Services Division is currently in the process of revoking CAO 103.5.
CAO 103.05 references industry standard RTCA/DO-178A - Software Considerations in Airborne Systems and Equipment Certification, and has been obsolete since 1992. Version A of RTCA/DO-178 is incompatible with current aircraft safety assessment processes detailed in SAE ARP4761 Guidelines and Methods for Conducting the Safety Assessment Process on Civil Airborne Systems and Equipment. The continued use of RTCA/DO-178A represents a possible safety risk as there are less safety design assurance levels in version A.
No other NAAs mandate the usage of RTCA/DO-178 and its usage is only a recommendation by NAA's through guidance material. (eg FAA AC 20-115C and EASA AMC 20-115).
Subpart 21M Authorised Persons have little expertise in this area. Authorised persons have previously requested guidance from AESB in regards to software and complex hardware systems. This AC will provide some framework in recognition of acceptable industry standards for software/complex hardware development.
No action of this project will fail to provide industry with relevant guidance in the development of software and complex hardware systems. This will cause industry to either not develop software/electronic hardware or provide solutions in isolation of CASA and accepted industry standards.

Revocation of CAO 103.05 - Aircraft Equipment software
Form 387 Certificates of Airworthiness Checklist 5 - Equipment Standards will require amendment to remove reference to CAO 103.05 once the order is revoked.
