Project AS 12/18 - Amendments to Manual of Standards (MOS) - Aerodromes: Chapter 8, Section 9: Unserviceability Markings and Ground Signals
The Australian Transport Safety Bureau (ATSB) investigation into an incident in 2008 (ATSB AO-2008-033) recommended that CASA review and amend, where required, the use of Unserviceability Markings.
Six metre Unserviceability Markings were deployed at a major Australian airport in 2008 during works on the runway. Workers were occupying the runway when an international flight attempted to land on the closed section of the runway. On a subsequent attempt, the pilot still aimed at the closed section of the runway but overflew the workers to land past the closed section of runway. As part of the ATSB investigation, it was determined that the size of the markers used were inadequate and that CASA should amend MOS Part 139 to address this situation.
Additionally, there is a need to review the need for an aerodrome to display ground markings where an aerodrome has a straight-in approach and where the information could be broadcast through mandatory use of radio.
The objective of this project is to:
- Amend MOS Part 139 Chapter 8, Section 9 to closer reflect the ICAO standards and recommended practices associated with the use of Unserviceability Markings.
- Review the need for ground signals to be displayed at aerodromes where the mandatory carriage and use of radio is required.
This project was approved by Peter Boyd, Executive Manager Standards Development on 23 April 2012.
