Final AC 139-5(1) has been published.
The purpose of the AC is to provide guidance on the conduct of plume rise assessments in order to alert airspace users to any potential hazard. Since the AC was issued in 2004 a number of developments have occurred. These include improved plume rise modelling techniques and emergent power generating facilities with varying plume rise characteristics. This project aims to review the validity and reliability of the AC in order to ensure that plume rise hazards are appropriately and consistently identified.
The primary risk of no action is excessive and inappropriate regulation. The consequence of no action is the costly imposition of regulatory requirements on facilities with plume rise efflux of low risk, resulting in significant unnecessary restrictions to all airspace users.
The key objective of this project is to produce a revised AC which relies upon a robust framework for the assessment of plume rise efflux. This framework will be developed through research and review of the critical issues involved: the benchmark velocity and how it is derived, the effect of this velocity on aircraft in flight and how this information can be best presented in the aviation context to alert airspace users to the hazard.
