Project AS 10/14 - Post implementation review of chapter 6, manual of standards part 139 - Aerodromes

All industry feedback received to date on this project will be incorporated into the recently announced full post implementation review of part 139 regulations and manual of standards.
Part 139 of the current civil aviation safety regulations 1998 (CASR) prescribes the rules and procedures for aerodromes that are used for air transport operations. The regulations, which came into effect in May 2003, are supported by the manual of standards (MOS) part 139 - Aerodromes which sets out the broad requirements for the design, construction, operation and maintenance of aerodromes engaged in air transport operations.
A post implementation review of CASR part 139 was first initiated by the australian airports association (AAA) in 2006 with a review of the aerodrome lighting standards set out in MOS 139, chapter 9. That project is now complete and AAA has now sought a review of MOS 139, chapter 6 physical characteristics.
In late 2009, AAA provided CASA with comments from their review of Chapter 6. CASA has also reviewed chapter 6 and together with the AAA comments has identified a number of areas that need revision and potential amendment, including, but not limited to:
- runway slopes
- runway surface conditions
- RESA requirements
- lateral restraint on taxiway bridges
- taxiway minimum separation distances and
- apron separation distances.
Amendment action has also been identified in some areas to better clarify current standards so that aerodrome operators do not misinterpret the intent of the standard.
Amend and clarify those sections of MOS 139, chapter 6 as considered necessary to order to remove any potential for misinterpretation and or confusion by both aerodrome operators and CASA staff.
Amend those sections of MOS 139, chapter 6 considered necessary following AAA and CASA review and current standards with respect to ICAO requirements in annex 14, volume I - Aerodromes.
Changes To MOS 139, Chapter 6 may result in changes to other parts of MOS 139.
