Project AS 04/04 - Post-implementation review of Part 65 of CASR - Air traffic services licensing
Part 65 of Civil Aviation Safety Regulations 1998 (CASR) – Air traffic Services licensing – and Part 65 Manual of Standards (MOS) came into effect in 2003. They prescribe the requirements for issuing and exercising the privileges of Air Traffic Controller and Flight Service Officer licences and associated ratings, endorsements and qualifications.
The objective of this project is to carry out a comprehensive review of Part 65 of CASR, Part 65 MOS, and associated advisory material to ensure they effectively address relevant safety risks and Australia’s international obligations. It provides the opportunity to improve the efficiency of the legislation and identify and address any errors, omissions, gaps, unintended consequences or implementation issues.
Specific objectives of the project are to:
- reduce the complexity of the legislation
- ensure the legislation is optimised to support the required safety and contemporary competency outcomes
- ensure the legislation maintains compliance with ICAO standards, particularly current and forthcoming editions of ICAO Doc 9868 – Procedures for Air Navigation Services — Training (PANS-TRG).
