Part 142 Exposition - MAAT Information
The CASR Part 142 template in MAAT offers a structure for an exposition where most related subject matter is collated under relevant section headings.
As no single exposition will be appropriate for all operators, you are encouraged to develop the exposition by adding and/or renaming sections in the MAAT template to best reflect information specific to your operational requirements.
To maintain the numbering structure of the template, section headings cannot be removed however some subsections can be deleted if they are not applicable to your operation. For those sections which are not applicable and are unable to be removed, simply add the words "Not applicable" or similar text in the content area.
Most sections of the template include guidance material, assessor guidance material, sample text and links to helpful websites to assist writing the exposition. Sample diagrams such as an organisations structure have been provided which can be updated with your logo and company particulars if required, then attached (as a PDF) to the exposition in the relevant section. The structure and content of the exposition should reflect the characteristics of your Part 142 organisation.
The sample text provided in MAAT is only a guide to the sort of content that could be entered in each relevant section of the exposition. As the sample text is based on a fictitious operator profile, it is expected that organisations will modify the text as necessary to reflect their operation.
To ensure all applicable requirements of Part 142 have been addressed, you should consider developing a compliance matrix or checklist, cross referencing each regulatory requirement to the exposition - this matrix/checklist has not been included in the MAAT template.
Supporting Manuals and Documents
As CASR Part 142 introduces many new requirements your organisation will need to develop and document new procedures for compliance. For example, procedures for managing and conducting Part 142 activities such as type rating training, or integrated commercial licence training or contracted checking. The procedures may be located in appropriately titled manuals such as a 'type rating training manual', 'commercial licence training manual' or a 'contracted checking manual'.
CASR Part 142 also requires an exposition to include manuals describing various systems required under the regulation. Examples include the training management system manual, safety management system manual and the internal training and checking system manual.
Additionally, CASR Part 142 requires an exposition to include manuals related to compliance with other civil aviation legislation - such as an operations manual and dangerous goods manual (if applicable).
As it is not practical to reproduce large sized manuals in the main exposition document, the manuals may be included in the exposition as references. Smaller sized manuals may be included as appendices to the exposition document if required.
With the exception of the operations manual, safety management system manual and dangerous goods manual, the MAAT exposition template makes provision for inclusion of the remaining manuals as appendices to the exposition. However, if you prefer not to include manuals as appendices to the exposition, any of the manuals may be published separately and included as references in the exposition.
