The Legal Affairs, Regulatory Policy and International Strategy branch (LARPIS) is responsible for the provision of CASA’s legal services (advisory and representational), legislative and legal drafting, contract procurement and investigative functions under Part IIIA of the Civil Aviation Act. The branch also manages CASA’s obligations under the Freedom of Information, Privacy, Public Interest Disclosure and aspects of the Civil Aviation (Carriers Liability) Acts, and administers CASA’s Conflict of Interest scheme and alcohol and drug testing program under Subpart 99.C of the Civil Aviation Safety Regulations.
As custodian of CASA’s regulatory policy and practice initiative, the branch oversees the implementation and development of CASA’s Regulatory Philosophy, working closely with the Aviation and Stakeholder Engagement Groups in particular to ensure the principles underpinning the Regulatory Philosophy are understood and practiced responsibly by CASA personnel in their dealings with industry and other members of the wider aviation community.
LARPIS’s regulatory policy functions also include the development and refinement of the framework for CASA’s approach to industry self-administration and similar meta-regulatory models, and other high-level strategic and policy orientated issues of a regulatory nature, for which primary functional responsibility may come to rest elsewhere in the organisation.
In cooperation with the Stakeholder Engagement Group, the Aviation Group and other areas of the Authority with functions and responsibilities having implications for CASA’s international affairs, LARPIS is responsible for the articulation, development and consistent administration of CASA’s strategic approach to our multi-lateral and bi-lateral international relations, commitments and obligations. In this context, LARPIS works collaboratively with other relevant government agencies and departments and, where appropriate, representatives of foreign governmental and non-governmental agencies, regulatory authorities and international organisations.
