Converting a 61.040 approval to a flight examiner rating

CASA has made an exemption (CASA EX121/17) to reduce the requirements for the grant of a flight examiner rating and endorsement-61.040 approval holders still must meet the requirements specified in column 3 of table 61.1310 for a flight examiner endorsement.

The exemption removes the requirement to complete the flight examiner rating course, the flight test and the interview as long as the approval holder has completed a CASA conducted professional development program (PDP) and an examiner proficiency check (EPC).

The information below outlines the process an individual must follow to apply for a FER using the provisions of CASA EX121/17.

Holder of/has held a 61.040 approval, has a valid PDP and applied to the FTO for an EPC

Step 1: submit an email request

  • Email the Flight Testing Office at flighttesting@casa.gov.au with ‘61.040 approval conversion to FER’ inserted in the subject line
    • an email should be sent 90 days prior to expiry of 61.040 approval.
  • Include the following details and documentation:
    • copies of all relevant 61.040 approvals held
    • PDP completion date plus a copy of the PDF Student transcript to provide evidence the three PDP modules have been completed
    • the preferred date range for the EPC to be conducted
    • a letter of request to surrender the 61.040 approval. Insert draft content below into your letterhead template:

      Request to surrender my 61.040 approval

      I understand when I have transitioned to a flight examiner rating I am required to formally surrender my 61.040 approval.

      Accordingly, please cancel my 61.040 approval (Number xxxxxxxx). This should coincide with the issue of my flight examiner rating.

      Yours faithfully

Step 2: review of documentation

  • The Flight Testing Office (FTO) will review the email request to ensure the relevant information and the requested documentation has been included.
  • On completion of the review the FTO will
    • provide a cost estimate to undertake the EPC
    • process payment for the EPC
    • confirm PDP has been successfully completed
    • allocate a FTE or FOI to conduct the EPC.

Step 3: organising the EPC

  • CASA FTE/FOI will contact the approval holder to coordinate and book the EPC
  • Book the flight test in Flight Test Management System.
  • Conduct the EPC on confirmed date.

Step 4: issue of FER

  • Once review of the documentation is completed, CLARC will issue a flight examiner rating to the approval holder
  • Revoke the 61.040 approval.

Holder of/has held a 61.040 approval, has completed the PDP and has an existing valid EPC

Step 1: submit an email request to CASA

  • Email clarc@casa.gov.au with ‘61.040 approval conversion to FER’ included in the subject line
    • an email can be sent 90 days prior to expiry of 61.040 approval.
  • Include the following details and documentation:
    • copies of all relevant 61.040 approvals held by the approval holder
    • a PDP completion date, plus a copy of the PDF Student transcript to provide evidence the three PDP modules have been completed
    • the date on which the EPC was conducted and by whom
    • a copy of completed form 61-1519 (FER EPC Flight test report)
    • a copy of completed form 61-2P (Notification of a proficiency check) with EPC added at A1 (only until the form 61-2P is updated to include reference to EPC)
    • a completed form 61-9R Licence reprint along with a $25 reprint fee
    • a letter of request to surrender the 61.040 approval. Insert draft content below into your letterhead template:

Step 2: review of documentation

  • CASA licensing and registration centre (CLARC) will review the email to ensure the relevant information and the requested documentation has been included.
  • During the review CLARC:
    • will check/confirm EPC records are correct in EAP
    • will confirm validity of the 61.040 approvals—for example, approval not suspended, revoked or voluntarily surrendered. Expired 61.040 approvals are acceptable under CASA EX121/17.

Step 3: issue of FER

  • Once review of the document is completed, CLARC will issue a flight examiner rating to the approval holder.
  • Revoke the 61.040 approval.
