- Proposed amendments to CAO 100.27 - Non-destructive testing authorities
An inconsistency exists for information provided in CAO 100.27 regarding the issue and renewal of non-destructive testing (NDT) airworthiness authorities.
For aircraft and aeronautical products not covered by Part 42 of CASR 1998, CASA provides (under CAR 33B and CAO 100.27) examinations for the grant of a CAR 33B Airworthiness Authority to conduct non-destructive testing of aircraft and aircraft components, for use within CAR 30 maintenance organisations.
For aircraft and aeronautical products covered by Part 42 of CASR 1998 within Part 145 Approved Maintenance Organisations (AMO), NDT is carried out by individuals authorised as specialist maintainers by the AMO for such tasks, who have successfully completed training that meets the National Aerospace Non-Destructive Testing Board (NANDTB) and CASA recognised requirements of the merged EN 4179/ NAS 410/ AS 3669 standards for the qualification and approval of NDT personnel in the aerospace industry.
The purpose of the proposed amendment is to align the requirements for training, experience and assessment for an applicant for an NDT Authority as specified in CAO 100.27 with the requirements set out in Australian Standard AS 3669 - "Non-destructive testing - qualification and approval of personnel - aerospace".
AS 3669 has been recognised by CASA and the NANDTB as the standard utilised in a Part 145 AMO for the qualification and approval of NDT personnel.
