Changes to Civil Aviation Order 100.5 and relevant ADs
In December 2015 the Civil Aviation Order 100.5 Amendment Instrument 2015 (No. 1) was made.
The Civil Aviation Order (CAO) contained requirements, in the form of directions, relating to the maintenance of Australian aircraft maintained under the Civil Aviation Regulations (CAR) 1988. The amendment added new classes of additional maintenance previously covered by various Airworthiness Directives (ADs). The ADs have been amended so that they no longer apply to aircraft maintained under Part 4A of CAR 1988.
A future update to the Part 42 Manual of Standards will incorporate these requirements and the ADs will be cancelled.
To provide a quick reference to the directions outlined in the CAO, the table below cross references the ADs numbers and topics with the applicable CAO 100.5 Appendix 1 clause:
|AD Number and topic||Appendix 1 clause number|
|AD/GAS/1 - Rechargeable compressed gas cylinders||15|
|AD/REC/1 - Maintenance of Cockpit Voice Recorders Systems||9|
|AD/SUPP/8 - Towing release systems||12|
|AD/SUPP/16 - Electrical hoist assemblies||13|
|AD/GEN/37 - Emergency exits||10|
|AD/AIRCON/9 - Combustion type cabin heaters||16|
|AD/EMY/2 - Life jackets and inflatable flotation devices||11|
|AD/EMY/4 - Life rafts||11|
|AD/PROP/2 - Feathering Propellers - Functional Check||8|
|AD/RAD/47 - Periodic Testing of ATC Transponders||14|
Please note Section 13 of the CAO specifies that if a system of maintenance (SOM) or a maintenance schedule does not include the additional maintenance items specified in Appendix 1, then the maintenance specified in Appendix 1 must also be carried out in addition to the SOM or schedule requirements. Therefore compliance with CAO 100.5, as amended, is compliance with the ADs whose requirements are now set out in Appendix 1 and a maintenance certification that refers to CAO 100.5 will satisfy the requirements to comply with a SOM that calls up any of the above ADs. Identification of the relevant Appendix 1 references is optional but is not required.
To further explain the changes and CAO 100.5 a draft CAAP (CAAP 100.5-01) will be released for public consultation in March 2016.
