Case study 4: New system to streamline CASA processes
EMPIC-EAP is a comprehensive software application developed in Germany, with input from a number of civil aviation authorities, specifically to meet the data management needs of aviation regulators. In Europe, 16 civil aviation authorities and two defence force authorities use EMPIC-EAP to manage their data.
CASA has purchased EMPIC-EAP to replace outdated systems which have become difficult and expensive to support. The implementation commenced in September 2011 and will progressively replace several discrete applications, including the core systems CASA uses to interact with the aviation community.
Key benefits will include greater flexibility for CASA staff, particularly for those who are required to work in the field. For example, CASA inspectors will be able to use a laptop to take audit files to a customer’s site, conduct the audit, and fill in the audit data, without having to connect to the CASA system. The audit data will be uploaded to the new system when the inspectors return to the office.
The first modules of the new system, central management and personnel licensing, are expected to be ready for use in late 2012. These will be followed by the organisational approvals and surveillance modules in mid-2013.
