3. Standards Consultative Committee – Sub-committee activities

Airspace Users Group

Following the commencement of CASR Parts 65, 143, 171 and 172 on 1 May 2003, post-implementation review activities commenced against each of these Parts. Project teams commenced reviewing each Part in light of experience gained during the certification of Airservices Australia; continuing industry feedback; technological advancements; and information gained during CASA’s routine safety audits.

Sub-committee activities included the pre-issue review of the following consultation documents:

  • draft Notice of Proposed Change NPC 139/01 – Proposed Amendment to Manual of Standards (MOS) Part 139 – Aerodromes
  • draft Notice of Proposed Change NPC 139H/01 – Proposed Amendments to Manual of Standards (MOS) Part 139H – Aerodrome Rescue and Fire Fighting Service (ARFFS)
  • draft Notice of Proposed Rule Making, NPRM 0405AS – Navigation Certificates – Proposed Subpart 91.U of the Civil Aviation Safety Regulations (CASR) Relating to Part 91 – General Operating and Flight Rules.

Certification Standards Sub-committee

The Certification Standards Sub-committee met once in 2003–04. Sub-committee activities included the pre-issue review of the following consultation documents:

  • draft Discussion Paper ‘Tamper resistant time recording devices to be fitted to helicopters’
  • draft Notice of Proposed Rule Making – NPRM 0402CS – Proposed Airworthiness Directive (AD) for Internal Inspection of the Flaps on Beechcraft 76 Series Aeroplanes – Proposed Issuance of a Unique Australia AD issued under Part 39 of the Civil Aviation Safety Regulations (CASR 1998)

Flight Crew Licensing Standards Sub-committee

The Flight Crew Licensing Standards Sub-committee met twice in 2003–04. The main focus of the Sub-committee was the review of draft CASR Parts 61 Flight Crew Licensing, 64 Ground Authorisations and 141 Flight Training Operators.

Discussion of topics out-of-session included:

  • flight activity endorsements
  • Recreational Pilot’s Licence
  • flight hour requirements for qualifications
  • flight test for Instrument Rating
  • Flight Training Endorsement No. 5
  • recreational licence for general aviation
  • CASR Part 61 – Draft for Discussion
  • CASR Part 141 – Draft for Discussion
  • standards for training courses.

Operational Standards Sub-committee

The Sub-committee met twice in 2003–04.

Sub-committee activities included the pre-issue review of the draft Notice of Proposed Rule Making, NPRM 0405AS – Navigation Certificates – Proposed Subpart 91.U of the Civil Aviation Safety Regulations (CASR) Relating to Part 91 – General Operating and Flight Rules.

Discussion of topics out-of-session included:

  • CAR 42L, 42WA and some other miscellaneous regulations
  • CASA CEO Directive 1 – review of option of a CASR Part 135
  • CASA CEO Directive 2 – Review of CASR Part 91
  • CASR Part 91 – General Operating and Flight Rules
  • CASR Part 121B – Air Transport Operations – Small Aeroplanes
  • CASR Part 137 – Aerial Application Operations
  • fatigue risk management.

Maintenance Standards & Maintenance Personnel Licensing Standards Sub-committee

This Sub-committee met once in 2003–04. Sub-committee activities included the pre-issue review of the following consultation documents:

Recreational Aviation Standards Sub-committee

The Sub-committee met on three occasions in 2003–04. The primary focus of the Sub-committee was to establish the Guiding Principles and commence regulatory development work for CASR Parts 103, 105, 115 and 149.

Discussion of topics out-of-session included:

  • the guiding principles for CASR Parts 103, 105 and 149
  • recreational licence for general aviation
  • basic recreational pilots licence
  • CASR Part 61 – Flight Crew Licensing.

Regulatory Reform Program Implementation Sub-committee

The newest of the Standards Consultative Committee’s Sub-committees, the Regulatory Reform Program Implementation Sub-committee is responsible for:

  • assisting in the development of Regulatory Reform Program Implementation strategy
  • reviewing and analysing information relating to Regulatory Reform Program Implementation
  • identifying, documenting and raising issues that need attention/resolution and reporting these with recommendations to CASA, the SCC and/or Subcommittees as required
  • fostering balanced and complete discussion of proposals – referring all technical, legal and policy issues to CASA, the SCC or Subcommittees as appropriate.

This Sub-committee met twice in 2003–04. Discussion of topics out-of-session included the development of a CASR Part Transition Matrix which identifies the transition issues associated with each CASR Part and its implementation.
