About this report
In this annual report we provide a concise picture of the Civil Aviation Safety Authority (CASA) and our performance in the year ended 30 June 2003, for the Parliament, the aviation community and the public.
The report is presented for tabling in both Houses of Parliament of the Commonwealth of Australia. It complies with Part 1, Schedule 1 of the Commonwealth Authorities and Companies Act 1997 and the relevant Finance Minister's Orders. A compliance index is provided.
The Chairman's foreword points to significant developments and to directions for the future.
Part 1 provides an overview of CASA, including our performance scorecard for 2002–03, financial position and a look at where we have been and where we are heading.
Part 2 sets out the legislative, accountability and operating frameworks that make up CASA's environment. It includes information about ministerial directions and notifications to CASA and external scrutiny of CASA during 2002–03.
Part 3 details CASA's corporate governance arrangements, including our structure, the CASA Board, the CASA Executive and senior management, management committees, our corporate reporting framework and the work of industry advisory bodies.
Part 4 reports on CASA's four core business outputs against the objectives and measures identified in the Portfolio Budget Statement for 2002–03 and the Corporate Plan for 2002–03 to 2004–05.
Part 5 reports on our corporate management during the year, including risk management and internal audit, efforts to ensure we use our powers and perform our functions properly, people management, systems and processes, and stakeholder relationships.
Part 6 contains CASA's audited financial statements.
The appendices provide statistical and other information supporting the operational and performance reporting in the body of the report, and address certain statutory reporting requirements.
