Cessna Aircraft Continued Airworthiness Programs
Over the last few years, Cessna has published Continued Airworthiness Programs (CAPs) for its 100, 200, 300 and 400 series aircraft. The CAPs consist of inspection recommendations, that when combined with existing maintenance requirements, will help maintain the continued airworthiness of the aircraft.
The CAPs have been developed to expand the maintenance programs published in the aircraft maintenance manuals. From experience gained in service, Cessna considers it necessary to bring additional requirements to the maintenance programs as a means of further assuring that aging and highly utilised aircraft can continue to be airworthy.
The CAPs are approved maintenance data under CAR 2A(2). When approving a system of maintenance under CAR 42M, CASA or an authorised person must be satisfied that the system adequately provides for the continued airworthiness of the aircraft. In making this decision, CASA or an authorised person must have regard to any inspection programs issued by the manufacturer if the system of maintenance relates to a class A aircraft.
Therefore, the certificate of registration holder for a class A aircraft must have regard to the requirements in the relevant CAP when developing or revising the aircraft's system of maintenance.
While the above requirement does not strictly apply to class B aircraft, CASA advises the certificate of registration holder for such an aircraft to review the relevant CAP and include necessary requirements in the aircraft's maintenance schedule. In this context, it is important to keep in mind that CAR 42 requires the certificate of registration holder to ensure that the aircraft's maintenance schedule is appropriate. When determining the appropriateness of an aircraft's maintenance schedule, the age, total time in service, utilization rate and operating environment of the aircraft must be taken into consideration.
In order to improve the effectiveness of the program, defects found when carrying out the inspections should be reported to Cessna as per the reporting instructions in the CAP.
