Develop a fatigue risk management system - Appendix 7

A fatigue risk management system (FRMS) is designed to create a flexible operating environment in which potential fatigue risks can be highlighted and managed. FRMS is an actively managed process where operators anticipate and address fatigue risks and amend their systems accordingly to ensure fatigue risk is managed.
Appendix 7 of CAO 48.1 Instrument 2019 includes the standards for an FRMS consistent with the standards and guidance published by the International Civil Aviation Organization (ICAO). FRMS is available to operators large and small, and its implementation is designed to be scalable. This means that the depth and extent of the processes necessary to manage fatigue depends on the nature and complexity of your operations. CASA will assess your proposed FRMS with this in mind.
If you have chosen to operate to Appendix 7 you will need to develop an FRMS, and obtain approval from CASA.
It is advisable to formally let CASA know of your intent to develop an FRMS, before you begin development. See the next section for details on how to do this.
Your FRMS must include, at a minimum, FRMS policy and documentation, fatigue risk management processes, FRMS safety assurance processes and FRMS-promotion processes. Some operators may elect to use biomathematical fatigue models in their FRMS. The Biomathematical fatigue models guidance (pdf 768.69 KB) document assists operators to determine whether it is a necessary component in their organisation's FRMS and how to apply the models in an FRMS.
All operators wishing to operate to an FRMS, either for a trial or full implementation, must go through the approval process below.
Notify CASA of your intent
Notify your oversighting CASA office that you are considering applying for an FRMS approval.
CASA will arrange a pre-application meeting to help you understand the application process and the requirements to obtain an FRMS approval.
Attend a pre-application meeting
The pre-application meeting is a voluntary meeting at no cost. The purpose of this meeting is to help you understand if an FRMS is the right choice for your organisation by providing information about the process and requirements involved in obtaining an FRMS.
CASA will advise you of the time and place of the meeting. Please ensure that your FRMS manager or the FRMS implementation team attend the meeting. You will also need to bring with you all the necessary documentation as stipulated by CASA.
Complete and submit your formal application

Authorisation may consist of a signed and current power-of-attorney document or a letter signed by the AOC holder (or the CEO if the registered operator is a company).

Review of your application
CASA will review your application to ensure that you have answered the relevant questions and provided all the required documents.
CASA will contact you and give you the opportunity to provide any missing information.
Payment of costs and submission of required supporting documents
As applicable, CASA will send you an estimate of costs to process your application and a list of any additional documents required to support your application.
The estimate is valid for 30 days from the date the estimate is sent. If we have not received your payment (if applicable) and any supporting documents required within 30 days, your job will be closed and your application returned to you.

Assessment of your application
Once CASA has received any applicable processing fees and supporting documents, the application is assessed to make sure that all the required information and payments have been supplied before the detailed assessment begins.
The detailed assessment takes place in two parts.
Firstly, CASA assesses the proposed FRMS. When CASA is satisfied the requirements for a trial FRMS implementation approval have been met, CASA will issue an approval allowing you to undergo a specified trial period of between 12 and 24 months. During the trial period you will need to apply the processes set out in your FRMS.
CASA will monitor, review and assess your trial FRMS implementation and use the information provided by the operator to make a determination of a full FRMS implementation approval. Alternatively, CASA will provide advice if re-work is required.
The final assessment for a full FRMS implementation approval may take place as early as three months before the end of the trial period. An operator who intends to apply for a full FRMS implementation approval will need to notify their CASA Regional Office to schedule a final assessment.
Recommendation and approval
Once the assessment for full FRMS implementation approval is complete, the assessing regional office begins the certification process for the full FRMS implementation approval. The regional office prepares a recommendation to a CASA delegate to issue, or not issue, the approval.
At this stage, the applicant will also be informed if the recommendation varies from what has been applied for.
The Client Services Centre's standard timeframe for issuing approvals is five working days from when the recommendation is submitted by the assessing office.
Issue of a full FRMS implementation approval
Finally, if approved, your formal approval documents will be emailed or faxed; and the original approval forwarded by mail.
Please note that CASA will reconcile your account and, if required, issue a refund, or require payment of the balance of any monies owing before issuing the approval.
