On 16 September 2008, the Civil Aviation Safety Authority (CASA) released for public comment Notice of Proposed Change - NPC 172/03 titled Proposed Amendments to Manual of Standards Part 172 - Air Traffic Service Providers (MOS) and Flight crew requirements for use of Global Positioning System (GPS).
The objective of the NPC was to seek public comment on a proposal to:
- introduce a new Air Traffic Control (ATC) separation tolerance of 7 nautical miles Circular Error of Position (CEP), and
- change the time value for reporting and acting on Receiver Autonomous Integrity Monitoring (RAIM) outages/failures to ATC from 10 minutes to 5 minutes.
The purpose of this Notice of Final Change (NFC) is to provide details of comments received on the NPC, to provide CASA's response to those comments, and to list the final changes to air traffic control separation minima and flight crew requirements for use of GPS resulting from the NPC consultation process.
