Project OS 20/01 Global Aeronautical Distress and Safety System (GADSS)
On the rare occasions when accidents occur, rescuing survivors is the highest priority, followed by the recovery of casualties, the wreckage and flight recorders. Analysis of data from these recorders is essential to support accident investigations.
In recent years certain accidents have highlighted limitations in the current air navigation system to identify and locate aircraft in distress in a timely way. These limitations significantly hindered effective search and rescue efforts and subsequent recovery operations.
Under ICAO auspices, the international community has expended considerable effort to design safety enhancements collectively referred to as the Global Aeronautical Distress and Safety System (GADSS). The GADSS will maintain an up‐to‐date record of the aircraft progress and, in case of a crash, forced landing or ditching, the location of survivors, the aircraft and recoverable flight data.
In November 2018 ICAO commenced a phased introduction of GADSS-related Standards and Recommended Practices (SARPs). Australia has not yet implemented any of the SARPs.
The timing of this project, including any consultation processes, will consider the capacity of stakeholders to adequately provide input noting the substantial ongoing work related to the implementation of the flight operations regulations (particularly Parts 91, 119 and 121 of CASR). It is not likely that consultation will occur before early 2021 with implementation dates subject to the outcomes of stakeholder consultation.
The objective of this ICAO State Letter project is to appropriately implement the ICAO SARPs related to GADSS in a manner that is sustainable for the Australian aviation industry and that maintains Australia’s international reputation related to aviation safety matters.
