Project MS 18/04 - Miscellaneous amendments to Part 66 Manual of Standards (MOS)
Project closed 25 March 2020.
The Part 66 Manual of Standards Amendment Instrument 2018 (No. 2) which made miscellaneous minor amendments to the Part 66 Manual of Standards, was registered on the Federal Register of Legislative Instruments - Australian Government ComLaw website (FRLI number F2018L01577) on 15 November 2018 and came into effect on the day after registration.
The amendments contained in this instrument are now incorporated into the Part 66 Manual of Standards.
CASR Part 66 – Continuing airworthiness-aircraft engineer licences and ratings, deals with the various categories and types of aircraft engineer licences (AEL) and ratings issued by CASA for the performance of maintenance certifications and issuing certificates of release to service for aircraft.
Part 66 is based on the European Aviation Safety Agency’s (EASA) Part 66 aircraft engineer licence categories and ratings and was introduced in June 2011 to more closely harmonise Australia’s aircraft engineer licensing system to contemporary international standards.
Regulation 66.015 of the Civil Aviation Safety Regulations 1998 (CASR) empowers CASA to issue a Manual of Standards (MOS) that specifies matters affecting the maintenance or airworthiness of aircraft. In particular:
- paragraph 66.015 (2) (e) of CASR provides for the MOS to specify that an aircraft type is a type rated aircraft type for an AEL
- paragraph 66.015 (2) (j) of CASR provides for the MOS to specify the required units of competency for an AEL
- paragraph 66.015 (2) (s) of CASR provides for the MOS to specify the required units of competency for each aircraft system or subset of an aircraft system for removal of an exclusion from an AEL.
For the purposes of Part 66 aircraft maintenance engineer licensing, aircraft are classified as either ‘type rated’ or ‘non-type rated’. Type rated aircraft are generally large and/or complex aircraft for which additional maintenance training is required for a licence holder to be permitted to certify for maintenance on the aircraft.
Appendix IX of the Part 66 MOS lists the aircraft that CASA classify as being type rated aircraft types. Periodically, new civil aircraft types are introduced into Australia by operators and registered on the Australian Civil Aircraft Register, or alternatively, existing civil aircraft types cease to be operated in the country and are removed from the civil register. In addition, when a new aircraft type (for example, a Boeing 787 or AIRBUS A350) is introduced into the country and requires maintenance, the aircraft, if designated by CASA as a ‘type rated’ aircraft, needs to be listed in the Part 66 MOS to enable maintenance organisations to maintain the aircraft and aircraft maintenance engineers to perform and certify for maintenance carried out to the aircraft.
For when these situations occur, the lists of type rated aircraft types in Appendix IX of the Part 66 MOS must be updated accordingly. Additionally, these lists must be updated from time-to-time in line with EASA’s list of aircraft type ratings and when existing information for a listed aircraft type changes, e.g. when a change to the name of the Type Certificate holder occurs.
In addition, when making these periodic updates to the list of type rated aircraft in the MOS, the opportunity is taken to also make other miscellaneous minor and editorial changes to existing information in the MOS to correct known anomalies or inaccuracies and to update current information.
This project intends to make miscellaneous amendments, editorial and/or machinery changes to the Part 66 Manual of Standards (MOS) that will:
- make minor updates to existing aircraft type ratings listed in Appendix IX of the MOS in line with recent changes made to EASA’s list of aircraft type ratings
- remove some existing ‘obsolete’ type rating(s) from the Table(s) in Appendix IX of the 66 MOS
- make some minor editorial corrections or changes to a few other areas within the MOS.
These types of 66 MOS amendments may be required periodically throughout each calendar year and do not substantially alter existing regulatory arrangements.
